Founded two days after James 315's June 2020 retirement, Novus Ordo declared itself the doctrinal heir of CODE. - same Code, same 10M ISK permit, same MinerBumping playbook. Ticker JAMES; executor corp AOEEI under Hrothgar Nilsson. Hostile with Safety. since Aiko's 2021 launch: she characterises Novus Ordo as "antigankbears" - soft on enforcement, not carrying the gank doctrine. Two CODE. successors, same lineage, public dispute over who actually carries it.
Background
On 24 June 2020 ("MISSION COMPLETE Day") the highsec player James 315 retired and the active CODE. era of MinerBumping closed. Two days later, on 26 June 2020, a small group of CODE.-loyal capsuleers - led by Hrothgar Nilsson of Axis of Evil Emporium Imperium (AOEEI), a 2014-founded New Order corp - registered a new alliance: Novus Ordo. (with the period - same brand convention as CODE.). The ticker was simply JAMES.
Novus Ordo declared itself the direct doctrinal successor to CODE. The New Halaima Code of Conduct still applies, the 10 M ISK permit still runs, and James 315 is retained on every permit and alliance public document as "Saviour of Highsec" - figurehead and brand authority rather than active Agent. The Saviour retired; the doctrine did not.
Doctrine
The alliance description is unapologetic about the lineage and explicit about the framing - Novus Ordo signs every public document as the agents of James 315, retained as "Eternal Saviour of Highsec" long after he had stopped playing:

Highsec is governed by the Code and is ruled by the New Order. The Novus Ordo. alliance continues to accept and act in accordance with this reality. If you find that troubling, educate yourself.

Three details in that description are worth noting. The boilerplate permit at the foot of the description is dated to the alliance founding day - "Issued: 26/06/20" is 26 June 2020 - which positions Novus Ordo as the formal carrier of New Order permits going forward. The "Diplo Contact: Small Focused Pulse Laser II" line is a CODE.-era running joke: the alliance's designated diplomat is a turret module, not a player, signalling that diplomacy with Novus Ordo means weapons-fire. And the closing instruction to readers who object - "educate yourself" - keeps the smug-evangelist tone of the MinerBumping blog years intact.
Hrothgar Nilsson and AOEEI
AOEEI - Axis of Evil Emporium Imperium - predates the alliance by six years (founded 11 May 2014) and serves as both founding and executor corporation. Its corp description folds Novus Ordo's identity in with classic CODE. ganking infrastructure:

The "Full SRP for Catalysts, Thrashers, Coercers, and Atrons" line names the canonical CODE. ganking ship list - the doctrine kept its hardware unchanged from James 315's era. PUSH IT TO THE LIMIT (the Scarface end-credits track) closes the corp pitch as recruitment hype.
The Safety. rivalry
A few months after Novus Ordo's founding, Safety. launched on 10 January 2021 as a separate CODE.-successor under Aiko Danuja, taking the same doctrinal core in a sharply different direction: satirical "anti-anti-gank" performance, comedy framing, eventually the wider Safety. Net ecosystem. The two alliances are not on friendly terms.
In her james315.space writings Aiko openly characterises Novus Ordo as "antigankbears" - soft on enforcement, not properly carrying the gank doctrine. The accusation lands repeatedly across the years. A November 2021 post frames Novus Ordo as exploit-tolerant. Her late-2025 post revisits the same framing in the context of declaring Safety. itself "the best alliance in EVE Online." Both alliances claim the James 315 lineage; both argue, publicly, about who actually carries it.
CODE.-era donor history (Hrothgar before Novus Ordo)
The James-315-loyalist credentials behind Novus Ordo are visible in the public MinerBumping donor record long before the alliance's 2020 founding. Hrothgar Nilsson appears on five monthly Top-10 leaderboards between February 2015 and March 2018, with a #1 monthly placement in March 2017 of 32.77 B ISK - one of the largest individual contributions in the eight-year MinerBumping monthly archive. His all-time sidebar position on the public leaderboard sits at #10 (38.315 B ISK lifetime). The lineage that Novus Ordo claims is borne out by the donor record: Hrothgar was an old-guard CODE. supporter for years before founding the formal successor.
Returning player note
If you got bumped or "permit-asked" in highsec post-2020, the boilerplate decides which CODE. successor you ran into. Both alliances share the doctrine, the MinerBumping link, and a similar permit shape - the differences are deliberately small.
A Novus Ordo permit (or one from the original CODE.) cites the New Halaima Code of Conduct and praises James 315 as "Saviour of Highsec" or "Eternal Saviour." The Agent line names the individual selling Agent rather than James himself, but James remains the figurehead authority the permit appeals to. Tickers JAMES or CODE.
A Safety. permit (or one from the wider Safety. Net) cites the Aiko Danuja Code of Conduct™ and praises Aiko Danuja by name, titling her "Saviourette" or "High Princess". Tickers SAFET or SIMPS.
The doctrine is shared; the boilerplate is the visible argument over who carries it.
