War Declarations 2.0 - Structures Required
Highsec war declarations now require the target corp to own at least one Upwell structure (Dec 2018); a follow-up May 2019 patch added a War HQ requirement on the attacker side.
War Declarations 2.0 - Structures Required
War Declarations 2.0 added a hard precondition for highsec war declarations: a corporation can only be wardecced if it owns a public Upwell structure of any size in highsec. Corps without structures became invulnerable to traditional wardecs.
A follow-up patch in May 2019 added an attacker-side requirement: the attacking entity must designate an Upwell War Headquarters structure when declaring the war. Destroying the HQ ends the war immediately.
The combined changes collapsed the wardec mercenary economy in highsec almost overnight. Many veteran wardec corps disbanded or pivoted; new-player corps without structures were largely insulated from forever-dec harassment.
If your old corp memories include constant highsec wardecs, that ecosystem effectively no longer exists in the same form.
